I am commanded by the Air Council to refer to

Colonial Office letter 53846/40, dated 10th April, 1940, and

enclosure, about the request of the Inter-Continent

Corporation for permission to assemble four aircraft in

Hong Kong for delivery to the Chinese Government.

2. In reply, I am to state, for the information of

the Secretary of State for the Colonies, that as intimated in

the Air Ministry letter to you dated 31st January last, and

in the Air Ministry demi-official letter to Mr. R. G. Howe,

of which a copy of the Foreign Office, dated 26th February

was sent to Mr. G. E.J. Gent the Council regard this question

as one to be decided ultimately on political grounds. If,

in the opinion of the Secretary of State for Foreign Affairs,

the circumstances described in the telegram dated 8th April

from the Governor of Hong Kong are such as to justify any
